UCB 70.3.4 - Legal Description

User reports that the legal description in UCB 70.3.4 is not populating with the full legal description.

Resolved this by expanding number of lines allowed for legal description. Also added a function to insert an Attached Exhibit A if the legal description is greater than 400 characters. This will be released as a fix prior to the April 2010 update.
